A procedure for fabricating a tunable VLC using a pure-quartz plate was developed using an electron beam (EB) etching technique with an EB resist consisting of ethylene glycol monobromide (EGMB) and TPM (tris(2-methoxy-4-propylphenyl)methane). The proposed EB-resist showed more than 10 times stronger etching sensitivity than the conventional EB-resist such as 2-methylpentane dibromide (2MPDB) and 2-methylpentane trifluoromethyl bromide (2MPMTFB). Using this pure-quartz EB-resist, tunable properties for VLC were successfully obtained in the etching depth ranging from 10 to 100 µm. We developed a green, low-cost, and simple liquid crystal display (LCD) using backlight-type light-emitting diodes (LEDs) as a backlight. The pixels and a color filter were fabricated on a glass substrate by using a micromachining technique. The manufacturing processes were divided into six steps: cleaning the substrate, making a dry film, etching the glass substrate, wafer bonding, dicing, and assembling. The working distance of the etch micro-stepper (X--Y stage) was 50 mm, and the etch rate was 1.15 µm/min. The color purity was 98.2% using chromaticity coordinates with a D65 illuminant. The contrast ratio of the LCD was 2.2:1 under light emission at 0 cd/m^2^ and no backlight. The LCD with the color filter is useful for viewing videos in dark environments. This paper describes a method for the fabrication of color light-emitting diode (LED) arrays and a color LCD by using a photo-reactive polymer-based inkjet printing method with a light-emitting diode (LED) light source. The fabrication method can realize the color display of a color LCD and the multi-color emission of LED arrays on the same substrate simultaneously. By the inkjet printing method, it is possible to fabricate a micropatterned pixel array with color filters on the surface of a glass substrate, and it also is suitable for a digital light processing (DLP)
